Here's a little more information on the "item" it's Victorian so it was made sometime between 1837-1901.

Coming from the Victorian Era, I would think it is to keep a man's hands from touching his genital area and keep him from being able to have an erection (because the pain caused by him starting to have one would probably nip that erection in the bud) but would still allow him to urinate.
