I'm not sure I can help, but I want to make sure that your question is understood in case someone else can.
When you say this is a "dry cum"...do you mean nothing at all oozes out? Or...do you mean that you don't "shoot" cum out and away from your body in a burst or bursts?
This should be clarified...because I'm thinking two things here for each scenario.
If nothing at all...and I mean NOTHING...oozes from your penis at the moment of orgasm, and hasn't for approximately 3 months now, I am sure most here would say that you NEED to seek medical advice. I don't think it's something life threatening, but I do feel that at your age a good once over by a medical professional is definitely in order. The doctor can direct you to any specialist[s] necessary to assess your concerns and name your condition and help you on your way to rectifying the problem.
If, however, you are still oozing cum but it is just not "shooting out of you, but instead it's just a trickle...I'd say that you may need a longer break between orgasms. You don't have to answer here if you don't want...but ask yourself, have you been having more sex and masturbating a lot more in the past 3 months? If the answer is yes...the duration between orgasms might slow the flow. If the answer is no (nothing is different but this condition) then I say again, seek medical attention.
I hope others can add better insight...but I just want to make it clear so the advice given isn't misguided.
