Wow!!!

You know, one of the things that bothers me is the parent saying to the kid in public, "If you don't stop X (or do X), then I'm going to do Y". Over and over again. Instead of doing Y.

Really does nothing but reinforces the idea that the parents are quite willing to lie in order to try and modify the kid's behavior.

A request was made for the kids to change their behavior, then a warning was given, then consequences were announced, and the kids still didn't.

This is discipline, and it doesn't involve relatively ineffective violence to the kids.

More power to the parents.

I am a firm believer in the follow through. If I say it, that's what happens. But sometimes the consequences are almost harder on me than them. Nothing like finally sticking to your guns and having it make the news.
