It is of a mother turning her baby upside down under the spigot to clean it's bottom. Might originally have been water colors. The painting/print has the words:

bébé avec de l'eau bain

something about not throwing out the baby with the bath water.

The photo you're referring to is entitled "l'eau n'est pas bonne a' autre chose" (roughly translated, "the only thing water is good for"). It depicts a woman holding a baby upside down under a spigot.

The artist might be Georges Redon (1869-1943). The photo is actually an illustration, which was Redon's forte.

Wasn't able to find the illustration, but you can get more information on Georges Redon here:

From what I've been able to discern, it was his attempt of illustrating the phrase you mentioned above ... Don't throw the baby out with the bath water.
