Ok, if that's the way that it's been looking since it came up, then it doesn't seem to be herpes. Those are usually more white shiny blister like spots. If you ever had anything that looked like that there first then you definately need to go to the health dept. soon, but thats also suppose to be very painful. If you have just rubbed a raw spot, then you had the right idea with the neosporin. Don't know if I'd go for the bandaids though. If after neosporin for a week or so you don't see improvement, then you definately need to go see a dr. As for the circumscision, there are some benefits to having one done.
