I am afraid to tell you that "asking permission" is the rule at many schools/colleges. I was shocked when I was out with a boy from a midwestern liberal arts college, and he kept asking "May I kiss you, may I hug you, may I touch you there, may I unbutton your...?..." it was ANNOYING!!!! I got peeved, and asked him what on earth was going on. It seems while at school he had signed a code of conduct that outlined EACH step he had to take during a date, and when to ask permission!!! This was OFFICIAL University Policy!! So I opened his pants and made sure he had other things to think about besides that piece of paper!!
Campus rapes/date rapes are a very scary thing, but this is not a good answer...
