Remember most of the new security measures only apply to people and their luggage. Since most things being shipped are on cargo planes with few people and even fewer ways to gain control of them(I'd love to see some crazied terrorist climb out of the cargo bay during the flight). Since no chemicals were present dogs and chem sniffers would be of no use.
