How interesting.
No! -- It wasn't Al Gore. I remember when he made that remark. And he was serious! Funny.
But back in the late 70s I was working with ATT on the predecessor, ARPANet, the defense departments original idea to connect several university's reseacrh departments together to share statistical and research information. It was simply called ARPA then.
That spread from the original five universities to many. And the protocols used on the net today are the same ones developed for use in ARPANet.
Back then it was a text-only network -- personal computers didn't exist. They were just "dumb" terminals connected by modems (2400 - 4800 bits per second modems were speed demons then).
