I think that would depend on the people doing the cybering. Some people like to roleplay (create different scenarios), others like to explain exactly what they're doing (where they're touching), and some like to describe in great detail what they'd like done to them.

I guess some people cyber without physically doing anything at all to themselves... but I'd consider that talking dirty... But usually (from my experience) both people masturbate and either describe what they're doing, or tell the other what to do or pretend other things are happening (pretend they're having sex and the like).

That's my explanation. I'm sure someone else can describe it better.
