I don't believe there is another country/culture who's people and authorities are as knowledgeable, well equipped or prepared. If this is a warning of things to come, a lot of us are in deep do-do. 
Side note:
Just got notice of 7.0 in Burma (Myanmar  )
[which is only 1% of what Japan had]
