My mom had an orange tree for over 30 years. Most of it's life it lived in Connecticut. Spent the last 10 in South Carolina. It's going to sound crazy, but it didn't even get flowers until one year my mom went out and whacked the trunk with a broom. Then next winter it got frosted on. After whacking it with the broom it had a 2 or 3 oranges. After the frost it got about half a dozen. These were just the edible ones. Most of the oranges the rind split on them when they were still green. Try that. If that doesn't work, call an orange grove and ask for suggestions.
