I thought that was what I was experiencing with the guy that sweeps up in front of the Kroger store, everytime I walked thru I hear him talking, loud enough to be heard but not quite loud enough to be understood...
Then I realized he doesn't have a headset. 
I guess the voices keep telling him, "You missed a spot..."
