I believe that an itch should be rubbed gently at first and then gradually with a bit more pressure. Of course once that pressure is increased, there will need to be some lubrication so I'm thinking a tongue would provide that fairly well.

Yeah, I'd probably do some "scratching" with my tongue and fingers for quite some time.
