I see no problem in a new person asking a question that may have already been asked. We are always getting new members who didn't answer the question the first time around and nows thier chance to contribute. If before anyone asks anything they have to search the archives to see if its there people will soon stop asking all together. And whats a forum board without questions. If anyone is bothered by a 'repeat' question..... they don't have to answer it. My 2 cents only.
