I believe that an itch should be rubbed gently at first and then gradually with a bit more pressure. Of course once that pressure is increased, there will need to be some lubrication so I'm thinking a tongue would provide that fairly well.

Yeah, I'd probably do some "scratching" with my tongue and fingers for quite some time.

Have you ever had an itch so itchy that you scratch and scratch and scratch until suddenly you are raw and sore from so much scratching? It's that pain that comes from really taking care of the problem. That's the kind of scratching I need. The kind that makes you say, "ouch, where all did I scratch?" every time you move.
