Transitions - Ruud Lubbers
 

In a letter to Secretary General Kofi Annan, Mr. Lubbers said he was quitting his position as United Nations High Commissioner for Refugees because of a lack of confidence in him.

His decision comes after a leaked internal UN report which said that the former Dutch Prime Minister had engaged in unwanted physical contact with a female staff member at his agency.

Pity...the first letter of his name should be switched :D
