Are they any place on the net where you can use your web cam, with other people who have one.... i need place i can't find some...

There are quit a few "communities" where you can brodcast yourself and watch other memebers. Each "community" has it's own chatroom. You'll need to download a program to participate, and none of the "communities" charge to use their services. www.cameraware.com is where you can download the software, then try www.cobracam.com or www.webvoyeur.com to get going!
