(1) the alleged offender is a national of the United States; or

(2) the alleged offender is present in the United States, irrespective of the nationality of the victim or alleged offender

Actually, this law has a good reason. The trigger was a rape/murder. The prosecution couldn't prove that she had been alive at the time of the rape. Therefore they could only prosecute the murder, not the rape.



Well, my wife does acupuncture. I sometimes call her porcupine. Should we avoid Florida?
