Thank you Nikki & jseal, if you both know its for candles then I guess it must be, I don't know why it'd be hung so low. I should think candles would be half-way up the wall.

I am thinking it is a baseball bat and ball holder. If your child played on a team the whole team could sign the ball etc.etc. This is a guess granted but I would be shocked to hear it was for something else.
